Qualified UK Electricians Only Please?

I have a 4mm/2.5mm thermoplastic insulated and sheathed cable running for 28m in a dwelling. I measured the external earth loop impedance at 0.3 Ohms and the circuit is protected by a 32A HBC fuse. I need to know weather the 2.5mm circuit protective conductor is large enough?
